CALL FOR ENTRIES 2012
The Ourense International Film Festival is held annually. Since it was created in 1996, it has become a consolidated film contest and showcase for the most remarkable independent productions from around the world, focusing on thematically committed and formally innovative cinema, as well as a meeting point for film professionals and one of the main platforms for the promotion of the Galician audiovisual industry.
In 2011, 1,914 films from 95 countries were submitted to the 16th Festival. For 10 days, 198 films were screened in 7 venues (118 in the competition section and 73 out of competition).
With the publication of these 2012 Regulations, the Ourense International Film Festival Consortium announces the 17th Festival, which will take place from November 2nd to 11th 2012.
REGULATIONS
1. COMPETITION SECTIONS
The International Competition of the 17th Festival will consist of one official section: the Feature Film Competition, endowed with 23,000 euros in cash prizes. In addition to the official section, the Festival may screen films not selected for the contest but considered particularly relevant in out of competition sections.
Fiction, live-action films running more than 60 minutes will be eligible for the Feature Film Competition.
2. ELIGIBILITY
Any producers, directors and distribution companies that hold the proper legal control on the works to be submitted would be eligible for competition.
The person or entity (or their representative) to sign the entry form and thus to authorize the film registration will be considered by the Festival as the sole interlocutor to discuss issues related to the participation of the film at the event and as the only representative of all the individuals or companies that have participated in the production of the film.
3. REQUIREMENTS
3.1. The films must have been produced in 2011 or 2012.
3.2. The films must not have been commercially shown in Spain at film theatres (except for festivals) or on television (except for cable broadcasts or limited local channels) before November 12th, 2012.
3.3. The films must not have been released in DVD format for commercial purpose in Spain before November 12th, 2012.
4. REGISTRATION FOR COMPETITION
In order to submit your film for registration, follow these instructions:
4.1. Fill in the digital entry form on our website www.ouff.org, and submit it online to the Festival.
4.2. In order to complete the registration, send a printed copy of this form properly filled in and signed to the Festival headquarters, enclosing in the envelope the following materials:

A screener of the film. The screener should be in PAL DVD format with a menu containing (preferably if the original language is Galician or Spanish, indispensably in all other cases) an English subtitle track

A trailer. If there is no trailer, please send a selection of images from the movie (30 seconds minimum)

A list of the dialogues or the voiceover text (in Galician, Spanish or English), in .txt and either .ssa or .ass formats, with time codes for the synchronization of subtitles corresponding to the actual times of the screener

High resolution stills, in digital format (300 dpi or more)

Director(s)’s high resolution photo, in digital format (300 dpi or more)

Promotional materials (poster, advertising, press info, etc.)
5. REGISTRATION AND SUBMISSION DEADLINES
The deadline for online registration will be August 24th 2012 at 23:59 hours (Ourense time). For registered films, the deadline for the submission of the screeners and requested materials to the Festival headquarters will be August 31st 2012 at 14:00 hours (Ourense time).

6. CATALOGUE AND ADVERTISING MATERIALS
The production or distribution companies of the selected films will provide all necessary materials requested by the Festival's Publications Department for the preparation of the Festival catalogue.
For advertising and information purposes related to the event, the Festival may disclose materials from the registered films (stills, posters, cards, snippets of the screenplay, press releases, etc.). The participants may authorize that up to three minutes of images from these films are displayed on any communication media.
7. FILM SELECTION
An independent selection committee appointed by the Festival will choose the films that will participate at the Official Competition.
8. FILM SCREENINGS
During the Festival, from from November 2nd to 11th 2012, the Festival reserves the right to screen the selected films at the Festival's venues as many times as it deems appropriate. In this respect, the production and distribution companies would give the rights for the public exhibition of their films with no cost for the Festival. The organization shall establish order, date and time of the screenings.
SCREENING COPIES
The films in the Feature Film Competition will be screened either in 35mm or in digital format. For the competition screenings, the person or entity that has registered the film must provide a copy free of charges to the Festival.
Transportation costs for all the deliveries sent to Ourense, including customs taxes, must be paid by the person or entity that has registered the film. The shipping label must specify the following: "For cultural purposes only / No commercial value."
Films in digital format:
With the consent of their owners, the screeners sent as registration material could be used for Festival screenings. These copies should have the H264 video codec and a minimum resolution of 720p to ensure the quality of the screening.
The screeners, trailers and the other materials won't be returned, as they will become part of the Festival's archives.
Films in 35mm:
The deadline for the 35mm prints' arrival to the Festival is 7 days before the screening date. Otherwise, the Festival may withdraw the film from competition. These prints must be sent in clearly numbered reels that will remain in Ourense until November 12th 2012.
After the event, the 35mm prints will be returned to their place of origin or to a destination at the same distance.
Insurance contracted by the Festival for 35mm prints covers fires, loss, theft, damage or destruction of the print in the period between its arrival to the Festival headquarters and its return date. The Festival's responsibility will be limited and in any case will not exceed the cost of a new standard print, according to the current rates of laboratories in Spain.
The deadline for making any complaint about a returned 35mm print is 30 days from the date of shipment from Ourense. During that period, the print mustn't have been screened in public.
9. JURIES
The prizes of the official competitions sections will be awarded by a jury who will be appointed by the Festival.
Awards may not be void or granted ex aequo.
The jury may grant as many special mentions (with no cash prizes) as they deem appropriate.
The jury might exceptionally grant once two awards to the same film.
The audience award shall be granted to the films that get the higher averaged score according to the votes casted by the viewers after the screenings.
The decisions of the jury and the audience will be final, there is no right to appeal against them.
10. AWARDS

AWARDS WITH NO ECONOMIC ENDOWMENT:
“CIDADE DE OURENSE” LIFETIME ACHIEVEMENT AWARD
If deemed appropriate, the Festival may dedicate an award /
tribute to an artistic or technical professional who has devoted their
life to film or audiovisual industry.
YOUTH JURY AWARD
The Festival will bring a youth jury, composed of viewers under
30, to grant an award to the best film for them in the Feature Film
Competition.
OTHER AWARDS
Besides the prizes awarded by the official juries, the films
selected for competition may opt for other awards not included in this
call for entries and that given by institutions, organizations or
companies.
11. FESTIVAL TROPHY AND ATTENDANCE TO THE CLOSING CEREMONY
All winners will receive a Festival trophy. In order to get it,
the winner or a representative must attend the Festival's closing
ceremony.
12. ACCEPTANCE AND PAYMENT OF THE AWARDS
12.1. ADMINISTRATIVE DOCUMENTATION
All awards are subject to tax regulations in force in Spain.
Within a maximum of 60 days counted from the closing date of the event,
awarded individuals and entities must provide the Festival the data and
documents needed to comply with tax requirements, which are:
1. Photocopy of an identity card / passport
2. Certificate of a bank account
3. Certificate of tax residence
If these requirements are not fulfilled within the aforementioned
deadline, the winners will not be entitled to any compensation.
12.2. MENTION IN THE AUDIOVISUAL MATERIALS
When registering their films, the participants agree that if they
obtain any of the prizes awarded by the Festival, they must include a
reference to the award at the beginning of the film prints that will be
distributed commercially or exhibited at audiovisual events and in all
printed information and promotional materials (press-books, posters,
etc.). This reference will consist of a text explaining the type of
award, invariably accompanied by Ourense Film Festival's corporate image
(logo and name), which will be provided, along with their usage rules,
by the organization.
This reference to the Festival award will also appear in any
digital version in which these films are released or exhibited. The
participants must submit a copy of the film including the reference of
the prize to the Festival for its media library.
13. AUTHORIZATION FOR OUT OF COMPETITION SCREENINGS
In the registration form, the Festival requests your authorization
to screen your film out of competition in case it wasn't selected for
the contest. If you authorize it, the film could be screened in the out
of competition sections and profit from the Festival's advertising and
promotion.
14. FESTIVAL'S MEDIA LIBRARY
The selected films will become part of the Festival videographic
fund, intended for non-profit and cultural audiovisual promotion. In any
event, the Ourense Festival would communicate to the participants the
use made of these films.
15. ADDITIONAL INFORMATION
Registration in the 17th Ourense International Film Festival
implies the acceptance of these regulations by all participants and
their agents and representatives.
Once a film is selected for any of the Festival sections,
it can not be withdrawn from the programme or released commercially in
Spain before its screening in Ourense.
If any contestant fails to fulfil the Festival regulations or in
response to behaviours that may affect the smooth running of the event,
the organization may cancel the participation of their film.
The winning films will be required to specifically mention the
awards won in the Festival in their credits and promotional materials.
The Festival may issue new rules and provisions if deemed
appropriate for the best performance of the event. Interpretation of
these regulations, rules and provisions and other issues not covered by
them will correspond exclusively to the Festival organization.
In case of lawsuit, only the courts in the city of Ourense will have jurisdiction.
